Try putting on a wheel with the nuts only on a few turns, then use the wheel like a slide hammer. The extra weight of the wheel will often do the trick.

No idea on the cost but it was obviously cheaper than having a replacement custom made, and it was just a basic square tank that would have been cheap to make.
I just searched the net "industrial coatings fuel tank" and found several companies as well as a D.I.Y kit from Permanent Painted Coatings. Russell 6

When I worked for a hire company in Sydney we were unable to get a replacement tank for a diesel compressor so we had the inside of the tank membrane coated. Russell
