In NZ we have to get a Warrant of Fitness every 6 months except cars less than 3 years old which is yearly. It was a basic test and look over. Tyres, brakes, bearings, seatbelts, wipers, horn, lights thats sort of thing. Now days a chip in the windscreen, washers not working, not having the battery or spare wheel clamped in are also reasons for faulure. Heavies and comercials, mini busses, taxis, courier vans ( I think) and the like get a CoF. Its much the same as a WoF but toughter and in busses and taxis includes the seats, carpets etc. being in good nick.
Way back when the system was you built you car, van, trike or bike and took it to the testing station for a WoF. The old testing officers would give it a good looking over. Any bits they didnt like you could argue the toss over or go and fix it. If you weren't too cocky they were generaly helpful and would suggest changes. These were old blokes ex-mechanics, they knew their job and could look at what you had done and know if it would break. I had a few problems with trikes which they reconed were unstable, cars and vans were more to their liking. Basicly it was a tough warrent of fitness. Cost was the same as a WoF $10 or so, a Wof now is $35-$45 and CoF $85. Now days just about all mods need to be certified by an engineer lots of $ and no fun !
